About the Designer/Builder of the
Blue Streak Governor

Robert (Bob) J. Carter
Bob retired from the FAA nine years ago with 35 years service. During his career with the DOD and the FAA he worked as a Technician, Engineer, and was a Senior Manager at the time of his retirement from the FAA. He holds a commercial single and multiengine land airplane instrument rating, CFI, CFII, helicopter private and is an A&P mechanic and IA. He has written numerous technical articles and is the author of FOB-10, a novel about the FAA. FOB-10.COM
Bob used all his skills and two years time to building his Rotorway 162F, N162RC, and is currently flying off the required 40 hrs. He keeps the Rotorway at York Thomasville Airport (THV) when it isn't in his shop being worked on.
He has been working on and flying airplanes since he was a teenager hanging around the local airports in upstate New York. In many ways he's still a kid hanging around the airport, only now he's a gray haired kid.
The Blue Streak Governor is currently installed on N162RC. It has been extensively tested in the hover mode and operated flawlessly. Since hovering is the most demanding part of the helicopter flight envelope, it's reasonable to assume that the governor will perform equally as well in forward flight. However it will be tested in forward flight as soon as old man winter moves back up north and it warms up a little.
Bob lives with his wife Beth, Mocha the dog, and Dilly the cat in Newberrytown, PA, 12 miles south of Harrisburg.
Bob is also available to assist other Rotorway builders with final rigging, blade balancing, hover testing, etc. He can be contacted at 717-932-2150 or bobcbse@aol.com
